Overview
Draft 4.0 is the current complete edition of a modular legal-research and policy framework for scholars, legal professionals, universities, law clinics, researchers, and organizations studying or teaching juvenile justice. It may also support comparative analysis and jurisdiction-specific reform work. It is not enacted law or legal advice.
The framework is organized across twelve interdependent modules covering general principles; age and jurisdiction; intake and diversion; transfer to adult court; restorative justice; procedural safeguards and competency; disposition, probation, and reentry; detention and conditions of custody; records and collateral consequences; data and independent oversight; implementation and financing; and construction, remedies, and periodic review.
